The $316 million makeover of San Francisco’s Van Ness Avenue is running a year and nine months behind schedule, according to the main contractor, with the completion date now pushed to late 2021.

At the same time, contractors have submitted claims for cost overruns totaling $21.6 million, with more claims likely to come.

“It’s ridiculous. We need better project management both from the contractors and from the MTA,” said San Francisco Municipal Transportation Agency board member Art Torres.

“They are like the Keystone Kops,” said Supervisor Aaron Peskin, who also chairs the San Francisco County Transportation Authority.

If it works anything like the contracting for military projects then what happened was that the initial quote was quoted at a level that was politically acceptable and both sides knew it was total bullshyt from the start and would end up being revised upwards.  They just have to remember to pretend to be surprised when this happens.

It's been a year or more since I've had a meal at the House of Prime Rib.  When I was last there the cocktail lounge was gone, replaced with dining tables.  The place is packed, with tables elbowing other tables.  It's a Zoo.

Van Ness was all torn up then, and nothing has changed since then.  The project was a SURFACE realignment project, not a subway. 

We saw San Francisco disintegrating, we left.  What we thought San Francisco might turn into has become much WORSE!

They've recently done the lane shift to enable construction on the other side of the street. I don't know if you recall, but they were doing construction on the west side from Lombard to Sutter, then the east side from Sutter to Market. Now they have switched sides.

The biggest problem is the sewer replacement. There are no accurate maps for the utilities, so they have to dig by hand and figure out what they hit.

A person in construction I know tells me that when digging those old sewers, you can find beer bottle tops from when it was originally dug. The men used to be able to drink on the job.

We found those beer bottles under my old front stairway at old AHQ - from prohibition days. 

Technology - not that new - allows wires near gas pipes to be energized for a precise location of them. I used the same technology to locate my exact wires in walls of tens of thousands of old wires.    Using such technology by passing wires down sewer pipes is ABSOLUTELY IMPOSSIBLE!

For my share of $20 MILLION DOLLARS +  I might be able to say that with a STRAIGHT FACE. 

San Francisco is so fuqing corrupt.

In Illinois all major construction projects are fixed bid / fixed timeline.

Every day the project is late a penalty is assessed that reduces the payout and makes it lower than the quoted fixed bid.

Almost all major construction projects in Illinois complete on time as a result.

I really don't.  Yes, I still have to step outside to smoke, but instead of watching out for poop, needles, and Zombie bums humans spraying infectious disease at me,  I see more senior folks, so I open the door for them.
