Traffic lights should operate based on the "good of the many" and not fairness.

IF the weight sensors indicate that there are 10 vehicles traveling in one direction but only one vehicle in the other direction then generally the 10 should get the green light.  The one vehicle should have to wait up to 3-5 times as long.  The good of the many is more important and more efficient.

As it is now it is silly to make 50 cars wait because one person is in the other travel lane but that is how it works.

Most of the lights in the San Diego area use optical sensors and do exactly this (but in a more optimal manner).  They will hold the green for an extended time if there are a lot of vehicles going through.

If you really want to be efficient they should do away with 4-way stops all together and go with roundabouts.  Wisconsin has starting installing them everywhere.
